I have recently sat in several Referee Clinics given by different IJF-A Referees. Below are some of the comments made by those IJF-A Referees:

1) The I.J.F. Rules have not changed much; only the interpretation has changed of the Rules.

2) Bowing procedure now only requires 2 bows by each person. But those bows must be good bows. No head bobbing. Those are at the starting line at the beginning of the match and at the end of the match. The players must bow at the same time at least 30 degrees. At the beginning of the match the players need to step forward after bowing in. At the end the players should step back and then bow as the referee awards the match.

3) Judo Refereeing is common sense. If a player has forgotten his/her wedding ring allow the person to remove it without disqualifying the player, even if it is 4 minutes 59 seconds into the match. A knee brace with hard metal object is a different story. In that case the player is disqualified.

4) Referees tend to see the match through the brain while coaches tend to see the match through their heart.

5) The use of Matte is the most important and powerful word in a match, if there is progress in Ne waza (matwork techniques) then allow the action continue. That is why referees must know Judo.

6) As a referee don't look for penalties, don't be on a witch hunt. Let the players play.

7) The referee jury and the referees must work as a team.

8) In and out in Nage waza (throwing techniques), throw must start inside even if a supporting member is outside before the completion of the throw.

9) In and out in Ne Waza (mat techniques), the players are still considered inside if at least one part of one of the players are in, EVEN if no osae komi has been called.

10) As judges intervene at the right time, give a chance to give score by the referee before giving a ruling. Don't "rule" the match from the judge's chair.

11) Post-2003 I.J.F. Medical Rules apply for Senior and Juniors UNLESS otherwise posted on the flyer.
